1.05 Small fleet "bug"

You can still move a 20 stack from port to port, and this move can trigger naval interdiction, which leads to the age old 1.04 tactic of shopping for freebies with a full stack. This is even worse since your stacks can be only 6. In effect, any offensive is punished with this shuffle.
Easy fix is just to make the maximum combat ships moveable at once be 6.

In-game example: Allies attack a lightly defended Rabaul with 4 carriers and 2 destroyers, leaving them on fleet mode. Japan moves a fleet of 20 ships from Truk into the harbor (allowed because it is a port-to-port move) within the 5 range of interdiction. Interdiction is triggered, 6 vs 20 ships.

Another bug is that port-to-port transfer is allowed with 0 oil.

I have reproduced with 1.00.07 patch. Initial situation is a light force in Rabaul.

The US carriers are doing a crazy move to perform a carrier strike.

Then, I can move "port to port" a stack that exceed 6 ships. Looks like there is indeed a missing control in the case of "port to port" move. In the case of any moves, the limit of 6 ships must be checked to avoid this wrong behavior.

The end result is devastating because the opposite fleet is limited to 6 groups. Also, I confirm there is no oil spent during "port to port" move. Is it intended?

I don't believe there was ever a cost in oil to move the ships...just if they were not in a port at the start of a turn.

So a port to port move would not have a cost in oil...or even efficiency...which seems odd.

All right, no oil cost for moving from port to port. Don't think it is a big problem.

Only problem here is that I can move a death star from port to port whereas I am supposed to be limited to 6 ships.

Superb, the limit is now enforced at 6 ship groups with 1.00.081 patch. No more exploit here.

Bringing this up cause I just had a similar incident.
v1.00.13
1941, Small Fleet, US vs AI Japan, Mid 1944

A huge Japanese fleet of 31 ships wipes out 5 sets of 6 ship limited Fleets just north of Rabaul.

Maybe just limit any fleet movements to 6.
