Helicopter Flight Costs

I was curious about what the flight Action Point costs are for the various helicopter altitudes to get from A to B. The data below shows what I found. I calculated the Action Point costs from ground to ground. And of course this ignores enemy fire worries.

Basically the lowest costs are:

19 hexes or less Nap of the Earth
20 to 43 hexes Low
More than 43 hexes High

High = 1 Action Point per hex
Low = 2 Action Points to move per hex
Nap of the Earth = 3 action Points per hex.

10 AP's to cross from Ground to NOE
10 AP's to cross from NOE to Low
20 AP's to cross from Low to High
