1.05 Messed up DEI surrender terrain conversion

As shown, not all the islands are converting correctly as it had in prior versions.

Same for Palawan off western PHI and western Mindanao btw.
And Bangka off Batavia and Port Blair hex

The problem is linked to an ownership problem for several hexes. These hexes must be owned by DEI whereas they are owned by UK in the game.

Problem found again using 1.06.3 patch when DEI surrenders.

Several hexes must be converted to DEI ownership at scenario start-up:

Convert ALL the beaches from UK to DEI. They are flipping back the hexes to UK after DEI surrender.

And for Philippines and Palawan, all hexes AND beaches must be converted to Philippines ownership not USA ownership. That is why when Philippines surrender, it causes this mess.
