Why is approximately 50% of AGS armor frozen on 22 Jun 1941?

Currently, only about 50% of German Army Group South armor and motorized forces are activated on Turn 1 of Barbarossa.

Why? I don't seem to remember this being the case in WiTE. Nor can I find any historical basis for it.

Is this to prevent a possible encirclement of Soviet forces in Galacia? (I am aware this was a big issue in WiTE)

It was the case in WITE1 too - at least in its first patches, I stopped playing it after a short while - , and it's the historical situation of some German units still making way from the Balkans where they just finished the Greek campaign.

I was aware of the case of some of the units.

For those, there is accessible documentation on it.

But have yet to find anything on most of the AGS Panzer and Motorized Divisions frozen, with the exception of SS Motorized Division Wiking, to indicate they were not active on 22 Jun 1941.

The division was not ready for combat until 29 June 1941, one week after the launch of the operation.

The 'frozen' panzer units were involved in the invasion of Yugoslavia and were refitting or still moving into place. They could easily have been reinforcements to the scenario, but the design decision was to include them in the setup but 'freeze' them in place for the first turn. Compare this to the 2nd Army components behind AGC who are also returning from Yugoslavia.
