Fortified Units - no CPP?

Playing in a Server game I have noticed that my fortified units dont seem to gain CPP.

I know a lot of fort units were traditionally older, infirm and/or troops from captured regions but I would have thought these deficiencies would be modelled through Morale and Experience.

Is this because they are static?

They are static thus get 0 SMP and it's SMP that goes into CCP!

Then there must be an exception for fortified/static units

as above, CPP gain is keyed off SMP, there are special rules for formations inside city forts (since these too lack SMP) but FZ are of virtually no practical combat value

Also Support Units attached to Fortified Units do not appear to gain CPP.
