Allied AI not investing in research in 1939 in 1.24

Hi - I'm playing a WiE 1.24 game vs. the AI on "Intermediate" level, with me as the Axis, but (according to the graphs anyway), none of the Allies seem to have invested anything in Research yet, I'm now on the 16 November 1939 turn - is this usual? Seems a bit odd, especially for USSR and USA. They don't seem to have purchased any diplo chits either to respond to my diplo investments (though I haven't scored any diplo hits yet). The Allies have been purchasing a lot of units, though.

I've just taken a quick look at the research scripts and this is possible. However, if it continues into 1940, especially with the UK, then that would be a cause for concern.

Hi Bill - finally in December 1939 all of the Allies have started to research (no diplo response to my investments, though)
