[1.10.04b] Bug in recon point display

I just came across a bug in recon pont display:

This is in version 1.10.04b (steam version).
I can provide a savegame, but only images are supported on this forum.
I would gladly provide it if needed.

On the next turn, the problem was resolved and I had a correct reco value.

It is a valid recon point value, but arbitrary one, will streamline this in next patch.
