How can I set the action points and entrenchment level of a unit with the editor?

Both of these are in the VR Basic lib. For setting AP use "Reduced AP table". To set entrenchment use the "Unit stat overwrite table".

Ok, but just how do you apply "it" to a specific unit in a specific scenario. It looks like I'd apply it to all units.

I found the tables but the two divisions I want to modify are not listed. Do I have to add those divisions? They are the 106th US ID and 1st SS PZ.

Yes you would need to add the units to those tables. For example Im trying to get the reinforcements table to work, so here's the units Ive added to it to arrive on later turns:
