Reserve Activations to Low?

If Axis units are not in the same army - then I am not getting reserve activation despite battle in the adjusted hexes. Anybody else experiencing same problems?

I am talking about reserve activation in defense. Leaders are with 7+ initiative. Units have enough MP, not adjusted to enemy hexes.
