How to add a new unit to scenario with editor???

How to add a new unit to scenario with editor???

I looked for this thread and can not seem to find where the editor manual or the forum for WPP or WarPlan itself have explanation about how to create a new unit. For Warplan on their forum I see where the editor has a button for "Unit Build".
That button is not present in the WPP editor---? In the WPP editor I see where you can move air, sea and land units that are already in the scenario, but not how to "clone them" or make a new one from scratch--

Can anyone point me to the info or know how to create a new unit in WPP with editor--thanks!
