If I understand the rules correctly partisan units can't appear anywhere within 5 hexes of a unit but with the different scales between wpe and wpp shouldn't that be more like 2 or 3 hexes in wpp? if you play China 37 scenario partisans are a huge problem but in the regular game they rarely appear?

You are correct. But not changing it. Requires some special coding. Remind me later when the scenario is better flushed out.

I had railroad breakdowns very frequently in China 37 despite how I put divisions at regular intervals all over the Chinese region that could move about to affected areas while still keeping the general network secured but still many breakdowns. I couldn't get supply most turns to over half of my units in China cause of rail breaks mostly I think.

The manual says that each country has a "partisan value". Anyone know where those values are found and how they actually equate specifically to the game?

Read on this board somewhere that the games's editor was a good place to find info so here's a table I made using info from the 1941 Small scenario to answer my own question above. Hope it helps others.

Just a note on the above table. Although Burma and Malaya are indentified/outlined on the map they are shown as inactive. However it appears as the scenario starts the hexes within those borders are identified as INDIA. So I assume that the INDIA info is used for partisan purposes.

Not sure about Manchuria but best guess is they are considered JAPAN for partisan purposes.
