Reinforcement Action Points?

Reinforcement Action Points?

I noticed that some units/divisions come on as reinforcements with all their action point at 100 while some have to sit a turn to get enough AP' to move. How come? How can I change that in the editor?

Oh, the 5th Ranger Battalion can be entered as reinforcements with a card. But I can not find the 5th Rgn in the Mapunit to Reinf. unit card table. It enters with full AP's!!

The scramble table is where thats listed.

I am not sure that is the table to use. The 5th Rgn Battalion is not listed on that table.

Is an HQ in their chain of command listed though?

The 5th Rangers are a non-historical unit that might have been in the battle so it has no HQ, until it's placed.

But I am struggling with getting the 112th Regiment to 100% activate on turn two. The 28th appears to activate totally by turn 3. But by turn 3 the 112th is dust! The 112th played a pivotal part in getting it's ass across the river and blowing the bridges behind it. This is not modelled in the game. The 112th just sits there and gets slaughtered!

The 5th Ranger (Lt.Col.Sullivan) historically during the battle was attached to 6th Cavalry Group (3rd Army).
In game can be deployed with the givecard table (like the roadblocks or the German Greif units).

So they can magically appear where ever you want them. I find that a bit tacky. I changed the card cost to 150 and that solved the problem of me accidentally placing them on the map!

But back to my main question. Why do units enter as reinforcements with zero action points? I have to add every single reinforcing unit to the scramble table?? Seems to be a false negative. All units should enter with 100% action points. Why would you ever want them to enter with no points?
