1941 Small Ships scenario in 1.06

The scenario notes say UK and US start with NO transports but there are units in the build queue. However, at the start of the scenario both countries have 40 each, which makes it easy for them to begin rushing units out to India and Australia from turn 1. Is this correct?

Transport timing for Allies were steadily moved forward with patches. Most recently in 1.04 they had 40 at beginning of the game. Alvaro must've just not changed the game notes to reflect this. I have remarked about the unit rush multiple times but the consensus (outside of my games, from both sides) seems to be that this isn't an issue.

In the patch notes the last mention was giving the US 40 transports.

I forgot what we decided for the UK.
