At HK those level 8 forts are ruining your troops. I think you need to stop attacking for a while and bomb/bombard to reduce the enemy's supplies. Once they are out of supply the level 8 forts should be ripe for reduction.

I think AI is sending supplies via sea to HK, so I am stuck until I will have 2-1 odds to reduce forts.

I think AI is also sending supplies via river to couple of cities.

Maybe Naval Search would reveal that...I have plenty of idle bombers (for supply reasons)...
