Very grainy space background

The text and UI look very good but when I zoom into my system my screen is covered in what looks to be very tiny spots all over my screen. That actually move. To the point I cannot play.

I have a GTX 1080 TI and my resolution is 2560 x 1600 in the game.

I tried deleting the files, changed to windowed mode, changed the resolution and nothing got rid of the damn dots. Any clue how to fix?
