Title. Generally default settings but with 1500 stars, 10x10 and 18 races.

It was on normal. Wasn't expecting 8 contacts with pirates in the first 5 years. In any case they have burnt themselves on something outside....

they are kinda the early game "threat" or "empires to interact/fight with" before you start getting to deal with the real empires.
they also fight eachother so there alot of going on sometimes.

i remember DW1 games with like 20+ pirates factions :D

Yea, it feels like you are too soon in contact with too many pirates... (with default map size / little more plantes / default number of pirates but strong pirates)
In DW1 it felt different in the early game there where maybe two or three pirates fractions that had contact with you. Now there are 10 plus...

Maybe give only diplomatic contact to them if you had significant interactions with them or came close to their bases.

Also its far too easy to appease them without paying, simply give them all the same secret location and make an non aggression pact...
