Construction ships will build mining stations at places with no resources?

Construction ships will build mining stations at places with no resources?

Seems if you order they will do so? Is this intended? Will the AI do this?

It's intended that you can do this, though there typically isn't much of a reason to do so. However, mining stations can explore a planet up to a point, which can sometimes be beneficial.

The AI, as far as I know, doesn't build stations if there are no resources.
