[1.0.1.8] Scientist won't research at spaceport w/ research lab

I am unable to get my 1st scientist to relocate to the newly built spaceport around my home planet, which does include a basic research module. But later, I can move him to a research base...
I was thinking that maybe they need a dedicated research base, but the galactopedia states that they should be able to research at spaceports with research labs.
Am I missing something or is this a bug?
