Where do we submit issues like the following?

Troop logistic research doesn't add anything to the empire bonuses for troop maintenance savings. I have researched two levels of this, so with a republic government, I should have +10% troop maintenance savings. I only have the -10% from the government.

This isn't a technical, hardware-related software problem like the tech support forum is set up for, but an implementation problem of a gameplay issue where something isn't working as advertised/intended.
