Best game to simulate current conflict in Ukraine?

CONFLICT ZONE Modern War Strategy was an old wargame with the particularity of controlling the media, managing civilians and producing propaganda:

Okay I never heard of that game before.

I mostly play SP MBT for modern tactical games, there is some civilians in that game, but no media or propaganda aspects.

I also play FP series but I don't recall any of those in that game either (mostly grand tactical/operational).
