Is there a Migration pop limit on worlds?

Is there a Migration pop limit on worlds?

Hey everyone been playing quite a bit with migration recently and I have noticed that there seems to be a limit on the maximum amount of migrants that can be moved to a world around 1-2 billion is this working as intended or is there a way around this limit?

For some background homeworld is completely full and most planets I colonised have a max population way above 4billion so its very slow getting a world up to the "large colony" status as I need to wait for passive population growth to work.

I thought the system was based off happiness but maybe that is not the whole story?

Migration is mostly intended to kickstart young colonies. I find that, as they become more populated, migration stops.

Yeh I looked through the entry though it should state the is a hard limit on migration it makes it look like migration is always possible instead of being limited.

Regardless I found a workaround by setting my full worlds to resettle temporarily to get migration going that way it feels like a waste have all those planets on full the whole time.
