Pirates as a Practice Field? And steal tech changes

In DW2, pirates seem to be a practice field for diplomacy and combat, but not for intelligence missions - I always observe low probability of success for intelligence missions against pirates.

E.g. 100% chance to steal territory map against empires. 27% chance against pirates.

I think that should change so that intelligence missions against pirates are easier and more viable to perform to train up spies for use against empires.

The one balance concern is technology stealing. However, rather than sending spies on shopping trips for particular technologies and giving the player information on every technology the other empire/pirate has the player does not, I think you should say steal tech by category. E.g. steal weapon tech, reactor tech, etc.

I had quite a view successes with 50-70% Tech Missions on Pirates, after levelling my Spies by repeatedly stealing System Maps.

Also in DW2 you can buy back your captured spy.
