Troops/ Loading at colony question.

OK,

So, I have 25 troop transports (I have already used them some) and I'm building troop units and I know they are building, but my load units button is grayed out (disabled) because "no ungarrisoned troops". Except I know there ARE some ungarrisoned troops because I checked!

So, am I doing it wrong, or is this a bug? I am unsure.
