[1.0.2.0] Turning off Sound Effects doesn't turn off all sound effects

Main Menu/Settings screen will still produce sound effects, Pop Policy changing clicks will produce sound effects, zooming in to a star will generate ambience sound, all top left main interface clicks generate click effect.
