I have read Germany most effective with 8-8 Fliegerkorps and Luftflotte, meaning you get 16 airbases.

Do you make all 16 operational bases report to 3 air commanders Kesselring, Richthofen, and Loehr?
Do you put these commanders in Luftflotte HQ's or Fliegerkorps, or does it matter?
