Modding: is there an easy way to change some game constants? If not can you make one?

Hello,
is there an easy way to change some game constants like:
- general resource cost factor to increase or decrease all resource costs
- general mining factor to increase or decrease mining resources (they feel quite very abundant currently)
- general damage factor to increase or decrease damage done to ships and bases (currently they feel too easy to destroy)
- general ship maintenance factor to increase or decrease ship maintenance (currently feels quite high)
- general income factor to increase or decrease income
- general secret trade factor to increase or decrease the value of secrets (currently the Ai values them qutite too much, come one 500K for one secret location which the Ai will never do anything about it)

I know most of it could be changes at least in DW1 through editing all components and the related technologies, but this is quite a big work.
Much easier would it be to have some general settings file where you can change these.
Is there one? If none can you make one?
