automated upgrade of buildings??

I noticed you can upgrade buildings once you have the required tech.
I have my automation set on "recommend" and yet I've never had the AI recommend to me to upgrade a building, even though it would be a very logical thing to do.

Upgrading all buildings manually on dozens of worlds seems tedious.

Did you upgrade the Designs for those Buildings ?

Not sure I understand. Buildings don't need new designs as I understand it. They just unlock with tech.

Building Designs???

Not even Planetary Weapons Platforms have designs.
And those buildings do not have Upgrade levels.
Stuff like the Planetary Admin Complex have Upgrades.

I did some checking and this is what I think happens:
- all buildings are automatically upgraded, without question. This might fall under some other automation setting the Facilities
- if you build a new version of the building, it is already upgraded
- you only need to manually start the Upgrade if the building was not build before the new technology. And in fact you can not build the Upgraded version diretly
