Mortalen racial victory conditions bugged?

Have spent the entire game with 0% progress towards the goals:
- Win at least 70% of our wars
- Subjugate the most empires in the galaxy
- Have the most experienced Admiral in the galaxy
- Have the most experienced General in the galaxy

This is despite having fought and won tonnes of war, being by far the most powerful empires, and having destroyed at least two entire empires.

Still conceivable I might not have the most experienced admiral or general, but normally the objectives show you who does have the most, and this one doesn't - so I'm wondering if that's not working properly. And I can't see any experience stat in game, so hard to really have any idea about it.

How is it even supposed to detect whether you've won a war? It's not like Paradox games where there are seperate victory + surrender peace options, but I've always been miles ahead in the warscore counter at the top of the screen.

And what does it mean to "subjugate" an empire? Doesn't seem to be any separate diplomatic option, and destroying an empire doesn't seem to add to the count.

I'm actually wondering if rather than being bugged, maybe these just refer to cut/unimplemented features that aren't even in the game but didn't get changed to something else in time for release?

I'm also curious what counts as winning a war - score, or absolute victory?
