Construction ships wont build mining stations if the closest station has not enough resources

Construction ships wont build mining stations if the closest station has not enough resources.
Also if tried manually it says not enough resources.

Instead of not building construction ships should consider if there are other stations that have enough resources.
In my case there where plenty of resources nearby in another station in the same system.
Sadly the base without colony was never fully supplied with resources, so this bug is quite impactful...
