Please change the North CVE Sqd from Carrier Operations 1943 to Carrier Operations 1942 in the Deployment queue.
Please change the 1st Air Div from Anti-Submarine Warfare 1940 to Anti-Submarine Warfare 1939 on the map at hex 74, 76.
Please change all the Japanese land units with Anti-Tank 1941 or Anti-Tank 1942. At game start, the Japanese have discovered Anti-Tank 1939 only...

USA:
Please change the 24th Div from Anti-Tank 1941 to Anti-Tank 1940 on the map at hex 166, 68.
Please change the 77th Div from Anti-Tank 1941 to Anti-Tank 1940 in the Deployment queue.
Please change the 32nd Div from Anti-Tank 1941 to Anti-Tank 1940 in the Deployment queue.
Please change ALL US BB Grp from Large Warships 1942 to Large Warships 1941 in the Deployment queue.

USSR:
Please change the 1st Siberian Tank from Breakthrough 1941 to Breakthrough 1940 in the Deployment queue.
Please change the 24th Mech Corps from Breakthrough 1941 to Breakthrough 1940 in the Deployment queue.

UK:
And re-adding the previous post.

Some Chinese land armies are equipped with Assault 1940 and Assault 1941. At game start, the Chinese have discovered Anti-Tank 1939 and Assault 1939 only. I don't know if this is for game balance or not.

I would finally be very careful with changing this. Against an all-in Japanese, China can be very difficult.

The rest of the countries must be indeed looked at. Just a warning for China.

The Chinese armies with 1941/40 tech are crucial for game balance. It's a key part of strategy on the continent to redeploy these few combat effective formations to the best defensive terrain whilst shielding your very vunerable low strength 1939 tech armies that collapse at a sneeze.
