You can build a resort through civilian tab (worked for me)

For awhile it was showing up in available resort base locations that can be built, but it would flicker back and forth between being able to build and not. So, when I tasked a ship to build one, it would accept the mission but then just look like it was bouncing back and forth on the planet.

You need the tech for recreation centers, population transport, and small cruiser liners to build resorts. Double-check that you have all those.
