DE to drop the Atomic Bomb on Germany?

The default Atomic Bomb DE came up in a recent game that I've been following, but Japan was on its last legs anyway, while Germany had just taken Moscow, and the USSR will only remain in the game until either its National Morale drops to zero, or it fails the remaining units dice roll thing.

So I naturally wondered why there isn't a DE to drop the bomb on Germany instead? Recall the original impetus for the Manhattan Project was to develop a weapon to use against Hitler, preferably decapitating him and his leadership in one stroke.

That must be the current match Pavia and I are are presenting on YT. Both him and I conversed about this deal over a month ago. Pavia brought it up first in a private convo that it should be an option for the USA to target Germany as an option. I agree.
At this moment in time in our match, I (ALLIED) already have ' Cordon Sanitaire' around Japan. There's a small pocket of Japanese left in South China..and holdouts in Korea. Convoys are totally down. Yet Germany has just taken Moscow after a brutal fight, and they are very strong.

Here's a snippet of a convo I had about this to Elessar on YT: "I would of used them (Atomic Bombs) on Germany in this circumstance (given the option). Pavia mentioned that (should be an Allied option), privately to me a while back when we did these turns.
Hell...the Allied High Command would of demanded this in these circumstances.
Possibly also...ahem...there was race hatred that might have been involved."

Anyway...It would be a cool idea for Allied planners to have the option to use the Atomic Bombs on Germany. 2 primary targets, and a secondary target a few months later like what is presented in the vanilla version against Japan.

Also..as a side note. Elessar and I discussed earlier while working on his magnificent War in the Pacific Mod [WaW] that the Manhattan Project way to inexpensive for the USA. Also, in my opinion anyway...it would be nice to make the Americans 'invest' in this project prior to the event...not pay for it during and after.

Yes, that was the match in question, natch. 8-)
In total, the program cost about $2 billion, or nearly $30 billion in 2021 adjusted for inflation.
It ain't a drop in the bucket, that's for sure. In my mod, it's 50 MPP/turn starting in mid-1942, which given my 20 turn years equals 3000 MPP, which is still probably rather low.
