Top Up?

This game is bizarre in the extreme.
Questions:
1) Does the top up fleet order, mean take every state ship that comes out of the Spaceport?
2) Are fuel tankers part of the “Top Up” order?

Hi! Love the user name! I do too ;)

From what I've seen in-game, "top-up" fill the selected fleet to make it match the fleet template it uses. I'm pretty sure I've seen both of the following scenarios:

- if there are no available ships to fill the fleet (or not enough), AND you have the money and resources for them, the AI will order the construction of those ships (unless, maybe, ship construction is on manual in your empire policies)
- if there are enough ships available among the already built ships, they will be added to the fleet to "complete" it.

As for the fuel tankers, yes: if there are tankers in the template you use with the fleet, the tankers required to match the template will be added to the fleet.

Just curious: could you elaborate on why "This game is bizarre in the extreme"...
