[v1.10.09b] Faction never stops asking to hire candidate

There is a one person faction (Elite Reformist Circle) that doesn't align with my Regime so I'm denying hiring any candidates.
It's been approximately 20 turns now and the leader (Nick Fox) continues to ask every turn to hire the candidate. Is this intended behavior?
You can reproduce just by advancing the turns, the faction will demand a hire every turn.
