Can ships be refueled?

I spent the day playing Okinawa Bound, then I get a message a bunch of my patrol boats are out of fuel. My invasion fleet has been staying in the spot.

Yes. Its generally referred to as unrep in the manual in the discussions around refueling.

Thanks, I figured it out. The only problem, there are no tankers in the invasion fleet.

You also need to check the ship properties as not all ships can UNREP.
