Questions about "Patriotic Waves"

I've got messages a few times in my game relating to "Patriotic Wave" occuring (see screenshot below). Up to now, it has always been with one of the Mortalen empires in the game. For those that haven't seen that yet, it increases happiness at the colony where it happens (found that out from the colony's selection panel; didn't see anything in the galactopedia, manual or forum about it). I'd like to know:

- What causes that to happen?
- Can it happen with any race?
