Resort bases on colonies: yes or no?

Resort bases on colonies: yes or no?

In the Galactopedia, it is written that "(...) colonies with scenery bonuses will attract tourism without the need to build a resort base at the colony." But in the New Resort Locations in the Control Center, there are colonies listed as potential sites for resort stations (see screenshot below). So is it worthwile to build a restort station at a colony?

Also, on the same screenshot below, the list is sorted on "Priority". But the first one, the Wigu 6 colony, has a +7% Scenery bonus, and the one after has a +15% bonus. The third one has a +4% bonus, and the fourth one a +9% bonus. If the priority used for sorting isn't the scenery bonus, then, what is it?

It seems to me it should depend on how the game’s logic for tourist demand works. My gut instinct is that having two potential tourist destinations (the planet and the base) instead of just one would tend to increase the total amount of tourist traffic. And, who covers the costs of resort bases? If it’s the private sector, I’d say just do it because they’re filthy rich and having the base is no skin off your back.

I’m away from home on a trip so can’t dig deeper atm, so take all that with a pinch of salt.

I suspect Resort Base priority is sorted by some combination of scenery AND distance from wealthy colony, at least based on the 'pedia description.
