CVE were used to escort convoys. Put them on convoy lanes to benefit of the sub hunter bonus. This is mainly for Japan. I don’t think Allies have some CVE.

CVL were having a smaller air group mainly composed of fighters but I am not sure if this is simulated in the game. They were providing additional CAP ability and few torpedo bombers (around 9).

In small fleet scenario, I would stack one CVL with three CV if I don’t have enough CV available, plus one BB for anti-air and one DD for anti-sub. One CVL can also be stack with three BB doing shore bombardment for protection with DD for anti-sub. The only thing I won’t do is to stack all CVL together.

CVL can also be on convoy lanes for sub hunter bonus if Japanese is still able to send subs in the Indian ocean or in South Pacific during 1943.

I know how they were used historically, I just don't see the point in WarPlan. Well for anti-sub maybe.
