Help need with Reseorce Stock levels(manual)

Hello,
I would like to know what the ai sets the stocks for, because many times mining stations hold back fuel and thus paralyze the economy of my entire empire.

As you can see, the mining station has loaded half of its cargo with fuel and maintains it, but has also stopped mining. cargo ships do not deliver fuel from here because they can take it from here with a maximum of 10-20 units. Which is very little for my other units, the ships only come here to refuel by manual instruction. So I would be interested in what principle the ai sets the inventory level for, and if I want to manually adjust the level of stations and planets, what principle should I consider. Example: one iron for every thousandth inhabitant.
Is there a description of this somewhere?
