issues caused by fighters not retrieving properly

In my game I found that after a fight or a jump, there will be some ship with fighters trying to jump without retrieving their fighters and they not able to due to their fighters out there trying to back to be ship. These kind of chasing could last for more than three month while the rest of the fleet can jump normally. And that result in my fleet left a portion of ship behind after each fight. Can you rewrite the logic of ship jumping with fighter so that they can stay still until their fighters got retrieved then jump with the rest of the fleet?
