[1.0.2.8] Military Refueling treaty non-functional

Despite having plenty of Caslon and being below Reserve amount, I cannot refuel with any ally with whom I have a Military refueling treaty. Example station in screenshot.

Also, I can access that menu shown and edit ally Maintain numbers. That probably shouldn't happen.

2000 star save game is too large to attach, even with 7Zip.
