The French Fight and British HQs

I played a game of 1939 Scenario and went "All-in for France." My British HQs never earned any experience in the fight even though we won. They should have been three stars by the time it was through but they earned no experience. The British made for the bulk of the fighting.

Will that be fixed or is it fixed to lose (even though I won)?

HQ experience gains are based on the success (or failure) of units under their command, so it is indeed odd if they did not gain any experience, but on the other hand if the Axis managed to damage your HQs then experience would have been lost in repairing them. Could this be the case here?

HQ experience gain rules are generic, i.e. not dependent on the stage of the war or where the fighting is, so if some HQs (e.g. French ones) gained experience while others didn't then the reason is more likely to be as above, or that they weren't the more successful of the Allies in defeating the Axis.
