weather and mud hex formation

weather and mud hex formation

if we have a raining storm symbol in turn 1 above an hex, we should expect mud in the same hex in turn 2?
I checked that sometimes mud appears in hexes where we did not observe raining storm in previous turn. so I wonder how mud appears exactly in TOAW4.

Maybe for turns of one day or less. But it depends on how long it has been dry. Or wet. And how much it rains. And for how long.
