[1.11] motion request for invisible tile/city

Got a motion for a city I didn't even know existed. Not only does that break immersion, but it is also unrealistic.

And on that note, I feel the motions for especially Victory points are to steep. Getting them is much harder then profile increases and such, but they seem to be around the same mark (say, 10% increase). Toning them down might make them achievable.

You should probably upload a 'Save Game' file for this bug, so Vic can look closely at it.

I could, but normally I await Vic's request for it. So as not to inundate him with saves :)

Thanks for reporting. Not classifying this as a bug though.
I suggest that either your politicians have gotten some information you do not have yet have or them acting on rumours.
