[1.0.4.1] "Operations Map Sharing" doesn't survive save

When restoring a save, an "Operations Map Sharing" treaty no longer works on the radar.

I noticed the same effect. I had two empires in an Operational Map Sharing agreement, but upon loading the save, the movement of their ships is not shown on the map.
