[1.0.3.4]Haakonish racial Bonuses broken

I started a new game with Haakonish. I notced that at minimum the Bonus for Hyperdrive speed is not working.

The energy bonus also does not work. I can neither see a increased reactor output, nor a decrease energy consumption on any component.
