Where are the Command Capacity overload penalties?

Can`t find the command capacity overload penalties in the physical manual.

Perhaps some kind soul could give me the page number......

section 15.5.2

how much the excess hurts really depends on where in the command chain. A German army group that is a few over capacity will not see much difference, but it really hits the direct commands.

also watch out that over-capacity hits the bonus for an Assault command
