[1.0.3.4]Doubled Refugee Fleet?

I had a Refugee Fleet beacon in the "Hall of Ibewaan".
However, I think the fleet appears to be doubled. There are:
2 Colonyships
6 Escorts
2 Frigates
1 Destroyer

It is already a gamble to need 1 Colonyship. Even with a race that has very different Preferences from your primary species.
But the 2nd one has a 99% chance of being a giant, economic penalty with no place to send.
And the last time I tested it, scrapping the colonyship did not transfer the population to the planet it hapenned on.

I have seen the doubled Colony ships twice in different games. Securan both times, IIRC. Never realized it was a bug.

Okay, found another instance. This time in my Home System, "High Retreat of Surunea" on Surunea 1.

2 Colonizers, 55 Ugnari each
1 Cruiser of Markedly different design
1 Destroyer
2 Frigates
6 Escorts
