Air Group

I want to bring some air groups to Krivol Rog. So, I double click the hex and see "Bring new air groups from reserve (11)". I think (11) to be 11 air groups in reserve. I click into it and find nothing. Q1: What does (11) imply?

I note the "AOG: Luftflotte 4 CP 465/450 Range 19". The Luftflotte 4 exceeds its CP by 15. I want to see and make it to 450 or below by bringing some of them to Krivol Rog then assigning them to other HQ so as to set the supplies priority from 0. I click into it and see a lot of AOG including those in Luftflotte 2. Q2: What should I do to eliminate those not related to Luftflotte 4?
