[1.0.3.4] mercantile guild mining ships set to manual still get orders when idle.

i noticed that when i set a mining ship in a mercantile guild goverment to manual and move it to a position, that when it starts to idle with "no mission" a bit later they do get mining orders assigned as if they still on "auto".

i guess the game just keeps giving them orders and doesnt recognise that you a mercantile empire and have the ship set to manual.

Thanks for the bug report! I've logged this bug, and wanted to know if you managed to find a fix for this?
